  • Governance Structure

    FWF maintains a governance structure designed to ensure strategic oversight, accountability, transparency and effective program implementation. The structure separates governance responsibilities from operational management while promoting strong coordination between leadership, management, and program teams.

    The governance system ensures that the organization operates in accordance with its mission, strategic plan and institutional policies while maintaining high standards of accountability to beneficiaries, partners, and donors.

    Annual General Meeting (AGM)

    The Annual General Meeting represents the highest decision-making body of the organization. It provides overall institutional oversight and ensures that the organization remains aligned with its mission, values and long-term strategic priorities.

    Key responsibilities include:

    - Approving major organizational policies and strategic directions

    - Reviewing organizational performance and annual reports

    - Ensuring accountability of the Board of Directors

    - Providing strategic guidance on institutional development

    Board of Directors

    The Board of Directors provides strategic leadership and governance oversight to ensure that the organization operates effectively and responsibly. The Board ensures that FWF fulfills its mission and maintains strong accountability to stakeholders.

    Key responsibilities include:

    - Providing strategic direction and policy oversight

    - Approving organizational policies and strategic plans

    - Monitoring financial accountability and organizational performance

    - Supporting resource mobilization and strategic partnerships

    - Ensuring compliance with national laws and governance standards

    TThe Board works closely with the Executive Director while maintaining an independent oversight role.

    Executive Director

    The Executive Director serves as the chief executive officer of the organization and is responsible for the overall leadership and management of FWF. The Executive Director ensures the implementation of the organization’s strategic plan and oversees all operational and programmatic activities.

    Key responsibilities include:

    - Leading the implementation of strategic programs and projects

    - Managing organizational operations and staff

    - Representing the organization in partnerships and policy dialogue

    - Ensuring effective use of financial and human resources

    - Reporting organizational performance to the Board of Directors

    Management Team

    The Management Team supports the Executive Director in overseeing program implementation, operational coordination, financial management, and institutional performance. The team ensures that organizational strategies are translated into effective program delivery and measurable impact.

    The management structure includes program leadership and administrative units responsible for different thematic and operational areas.

    Program Departments

    FWF implements its work through specialized program departments aligned with its strategic priorities.

    Primary Healthcare Services Program

    This program focuses on improving access to healthcare services including sexual and reproductive health, HIV, tuberculosis, maternal and child health, and community health education.

    Women Human Rights Program

    This program promotes gender equality, addresses gender-based violence, and strengthens protection of women and girls’ rights through advocacy, community engagement and legal awareness initiatives.

    Social-Economic Development Program

    This program supports women’s economic empowerment, youth leadership development, sustainable livelihoods and climate-resilient community development initiatives.

    Each program area is led by a Program Manager and supported by program officers responsible for implementing activities at community and regional levels.

    Finance and Administration Department

    The Finance and Administration Department ensures effective financial management, compliance, and accountability across the organization. It is responsible for financial planning, budgeting, reporting, and resource management.

    Key roles include:

    Director of Finance

    Finance Manager

    Accountants

    This department ensures that financial resources are managed responsibly and in accordance with donor requirements and financial policies.

    Monitoring, Evaluation and Learning (MEL)

    The Monitoring, Evaluation and Learning function strengthens organizational performance and accountability by tracking program results, measuring impact, and documenting lessons learned.

    The MEL unit works closely with program teams to:

    - Monitor project implementation and outcomes

    - Collect and analyze program data

    - Support evidence-based decision making.

    - Strengthen reporting and learning systems

    The unit also collaborates with communication staff to document success stories and share program results with stakeholders..

    Communication and Outreach

    Communication and outreach activities are supported by the Social Media and Communication Officer who promotes visibility of the organization’s programs, advocacy initiatives, and partnerships.

    This role supports awareness campaigns, stakeholder engagement, and dissemination of organizational achievements.

    Beneficiaries and Community Engagement

    At the core of the governance and program implementation structure are the communities served by Family Welfare Foundation, particularly women, adolescent girls and young people across Tanzania.

    Community participation and feedback mechanisms ensure that programs remain responsive to the needs and priorities of beneficiaries while strengthening local ownership and sustainability of development initiatives.
